Give the family the voucher and they can decide where the safest and best educational setting is for the student. If the city wants to provide a public option, and the parents still think that is the way to go. Fine. Let the schools compete for their interest.

This kid did not grow up in the jungle.. he had a nice suburban life with loving parents... so your example while scary is not relevant here.
He can get medical attention in prison where he will spend the rest of his life but trying him as an adult is just semantics. He does not beloing in juvie having nice lunches and outdoor time when those he killed are cold in a ground.
