Politifact lied about the 17 agencies and in this case they make up a whole new argument so they can knock it down.

Lincoln wasn't sure what he was going to do with freed slaves after the war.Sending some freed slaves to other countries was an option he was exploring and an option that had been explored in the past but the decision was not final.
