Either you don't know or intentionally failed to mention that while you can be born outside of HA and get a HA birth certificate,the HA birth certificate will not say you were born in HA

In an attempt to quash persistent rumors that President Obama was not born in Honolulu on Aug. 4, 1961, Hawaiçiâs health director reiterated this afternoon that she has personally seen Obamaâs birth certificate in the Health Departmentâs archives.
âI, Dr. Chiyome Fukino, director of the Hawaiâi State Department of Health, have seen the original vital records maintained on file by the Hawaiâi State Department of Health verifying Barrack Hussein Obama was born in Hawaiâi and is a natural-born American citizen. But it will have to conform to the other states standards, for instance hospital, physician would be required. That's because other states required proof of birth in the state.
Besides since the bc he trotted in front of the of public has been proven to be fake it can only mean the he was not born in HI.
That's not the point. The point is that different states have different standards for gun permits. Some states reciprocate with each other because of common standards but Cali and Texas do not. That is because they have different standards. That is why the permit is not recognized.
A state that issues a document using different standards renders that document as unacceptable. It's only the things that all states do the same on that it doesn't matter.
In the case of a state record,such as a birth record ,no it would not
Notice the Constitution doesn't say the the other states record has to conform to other states records and only Congress can prescribe the Manner in which such Acts, Records and Proceedings shall be proved
