It is not a black and white issue jem! Some of the poor are to be blamed for their miss fortune but others are due to a system that does not want to rehabilitate them or re-qulify them.
Your society's mentality and focus is to build more mega prisons than to build mega libraries and mega training centers and mega public hospitals and mega community centers.
I know Irish people who went from serious post stock market collapse poverty, to wealth in one generation. More recently I have two uncles who grew in a large family living over a bar. They were so poor their poor friends gave them handouts. Now they have millions in assets.
There are positive examples in every minority in the US. Your people's experience was hard. But you never had to live collective experience of slavery.
