Not necessarily. Who's to say that he didn't establish a paper trail record of meetings, conversations and so on, and conferred with those associates participating in the investigation, as they try to put all of the pieces together? It didn't happen just because you don't know about it yet?

…I deal in facts only… Whether he wrote it or taped it, if Comey came to the conclusion that Trump was trying to obstruct justice, he Comey, has no choice other than report it to his superior immediately. If he balks or waits, that becomes and indite-able offense. And since he did not report anything, Comey will not send himself down the river for Trump or anyone else for that matter.

And the turd that phoned the Washington Post, fake or not, appears to have an axe to grind with the departed Comey. Peel away the layers, and all that's there is an onion…
