If I had to guess, I would guess that what he really aims at that for Romney's numbers to improve or make others believe they are better, so that his people extract more benefits/etc from the Obama camp before the end of the campaign.

I know I am right when they start with the ad homs. The bet was just icing. It's still open through the EOD, whoever wants it.
