Kirk had an emotional bias. It was not logical, and Spock told him so.

Logical: Cut spending, the country cannot go on this way.

Emotional: but what about the underprivileged?

Logical: The needs of the many outweigh the needs of the few, the country must survive.

Emotional: We will not allow any children to be left behind!

I don't really think that most Dems care about the underprivileged - they just throw a bone once in a while at their captive poor minority groups and make a lot of noise about it, in an effort (successful so far) to secure their votes, hold on to power and enrich themselves, that's all.

Like I've said before, if you don't like that dynamic then don't have so many poor.
