Children, with a few exceptions, do not pass the virus to adults. This is because, the overwhelming super-majority of children exhibit no symptoms. Most teachers are not in the high risk group either and so will not be affected a great deal as a whole. Dr Birx is a quack if she thinks schools should not be reopened.

Seeing that nearly every private school in North Carolina that re-opened in North Carolina in recent days had to close or partially close (entire grades & classes out of school for two weeks of quarantine) in under two weeks due to COVID-19 -- including the Thales Academy visited by Pence -- this school re-opening situation is not going well. Georgia public schools just opened this week in many counties is having the same type of issues.
What's the mortality rate?
How many of the kids will have life-long medical complications from COVID?

Georgia opened its public schools this week. Most are not making it through the week without full or partial closures. If a single kid in a class tests positive then the teacher & students must quarantine for two weeks with remote learning.

You're absolutely right, this school reopening thing is not working out. And it's not going to work out until the virus is truly contained. So a large number of parents are not going to be reopening the economy, either.
It has worked out in other countries when the effective infection rate in a community where the school is located is below 0.8 (R) and proper Contact Tracing and Testing was in place.
In nearly all areas of the U.S. where schools are re-opening the R is above 1.0 --- this means that the school re-openings will not go well.
