Actually...Governors are allowed to issue orders such as mask mandates or other state emergency proclamations. Per the constitution of the state.

It helps highlight why the US has such a huge Covid toll and why Trump still got so many votes despite being one of the most incompetent Presidents in history. We have also learned be they Presidents or Governors, executives can make orders but the Courts can determine the orders are be unconstitutional or as in the case with WI the governors the governors might not even have the authority to create particular orders.
