You should go to the Wiki discussion page and read some of the very interesting posts there for both Stan's deal and for the water fuel car. Due to the inefficencies of a typical car, it seems as if the WFC would have to consume only 10-15% energy as it releases.
Pretty far fetched, but a cool idea....
