There's a big difference between facts and delusion. When the Government spys on everyone and everything and passes laws authorizing military arrest of citizens in America on executive edict, yes, that's victimization based on FACT.

When blacks cry racism with every breath while living in the projects on foodstamps, because they have no job, no GED, and no amibition except selling crack, that's victimization based on DELUSION. They are victims of their own stupidity and laziness.

Funding isn't the issue. We all know throwing money at the problem just leads to another request for a larger amount next time...

Instead, it's the value system instilled by the family and community. Even then, without personal motivation to learn, be curious, and to excel, family and community values mean nothing. Each person not only needs to be able to see what's possible, but they also need to want it and be willing to work for it.

Lincoln didnt have benefit of organized education or the funding that goes with it. But of course, he was an outlier in a much smaller sample size.... But it does demonstrate how far personal motivation will take you if one applies himself.
