President Megawati Sukarnoputri "directly conveyed her disappointment" with the new rules during talks with visiting US envoy James Kelly at the presidential palace here, said Foreign Minister Hassan Wirayuda.
Kelly, US Assistant Secretary of State for East Asia and Pacific Affairs, is on a two-day visit to Jakarta.
Washington yesterday added Indonesia, Bangladesh, Egypt, Jordan and Kuwait to a list of countries whose nationals must register with the Immigration and Naturalisation Service between Feb 24 and March 28.
Under the regulations, males aged 16 and older from the designated countries must present themselves to the INS to register their whereabouts.
"It is a discriminative decision made very arbitrarily," Hassan told a Press briefing.
The new rules only apply to temporary visitors to the US. About 40,000 Indonesians live legally in the US.
Hassan said Washington's decision "sends wrong signals" to Indonesia's commitment to fight terrorism.
"If we talk about threats of terrorism, then Indonesia, much like America, is a victim of terror and the world knows that the Government is serious about its part in the global and regional fight against terrorism," Hassan said.
To avoid potential problems in future, Hassan said the Indonesian embassy in Washington had advised Indonesians across America to "complete their (immigration) documents and those who have no proper documents to return home.
"While the Government is assessing the new policy, for the time being Indonesian citizens should postpone any essential travel to the US" the Foreign Minister said, describing the government call as a "travel advisory".
US human rights groups said the measures only spread fear and did little to track potential terrorists. â AFP
