It is not that everyone is stupid in a third world country, it is that continuous problem of poverty and corruption precludes talent from realizing its potential. An average American is not smarter than an average Romanian. I know Americans frequently believe things like that but it is foolish. What elevates an American above many people is the standard of living\system of governance\how things done created over many years by others.
The natural corollary of all of this is that Americans cannot "rest on laurels" and need to work hard to maintain American standard of living.
