So according to the above quote. A cop can use deadly force to prevent escape if the cop has probably cause to believe that the suspect he is pursuing "has committed a crime involving the infliction....of serious physical harm".

Yes. The only problem is that Brown did not commit a crime involving the infliction of serious physical harm.
 
If you actually do some due diligence (read: don't rely on HuffPo, DailyMarxist or Pravda), here's what you'll find:

Witness 14 testifies it was 25 to 30 feet or a little more. Witness 34 put it at 2 or 3 car lengths (almost exactly the same as 25-30 feet). Witnes 37 detailed Brown running 15 or so feet before Wilson got out of the vehicle and gave chase and described the final shooting as "point blank" and still claimed Brown had his hands up. Witness 42 puts it at "6 or 7 feet" and later "20 feet" and also clings to the "hands up" narrative. Witness 44 says he ran 5 to 10 steps (average gait for someone his height being around 3 ft running). Witness 10 says Brown was 15 feet away and covered 5 before he went down. Witness 12-3 put the distance at 25 feet before Brown turned around. Witness 35 placed Brown close to Wilson at the time of the fatal shooting. All witnesses who gave a distance estimated it at 35 feet or less.

Next thing we'll hear that Brown was in Oklahoma and Wilson's gun skills were better than a Seal sniper's.

Johnson’s testimony about the final, fatal shots is likewise unconvincing. And Johnson changed his story over time in an apparent attempt to try to conform with the physical evidence that became available to him.

Three days after the shooting, August 12, Johnson was interviewed by a local television station and alleged that Wilson shot Brown in the back:

I’m looking and watching the officer and he’s pursuing my friend now, and he fired another shot. And it struck my friend in the back.

Another clip, this one from the August 12 Al Sharpton program, repeats the shot-in-the-back claim:

By this time, the officer is out the car. . . . And the officer is walking with his gun drawn, but its almost like he couldn’t see me. . . . But he’s walking in such a way that his vision wasn’t even on nobody else but what he was trying to do. And as he got closer, he fired one more shot. That shot struck my friend in the back.

You do realize you're arguing with someone who is clinically insane, right? You're never going to convince him, and he's just going to go on whining about the Grand jury's decision, but that's all it is - whining. Two of them were recovered close to Wilson’s car, conforming to his testimony about his firing two shots there (vol. V, 226:4). After that, the remaining 10 casings were recovered adjacent to (or behind) the path that Wilson said Brown took when charging toward him. This was consistent with Wilson firing a series of shots as Brown rushed toward him, all the while backpedaling to try and increase the distance.
