Operational personnel and as you’ve said, Russia, Turkey - anyone who’s airspace we’re approaching *and that’s sketchy when the element of surprise may be at risk*. I’ve not looked at the logistics of the mission, where we launched vs where the mission took place, if it’s not too far over the border/or in an area that’s not monitored you can make the case for only notifying after the fact if you can be in and out quick.
Notifying anyone non operational before hand? No.
As for notifying Congress of the missions success, yes under normal circumstances they should/would be nice to be notified before other dignitaries, i.e. world leaders. But these times ain’t normal, anything and everything is used against the other party, even things that have nothing to do with politics are spun for an agenda.
So I can’t blame Trump. He’s damned if he does and damned if he doesn’t. Screw em’
