Nope. The House has leaked absolutely everything of late and Trump should do what is right for the mission.
By "foreign dignitaries" if you mean either the Turks or the Russian military then they had an immediate need to know in order to coordinate military forces in the area so that the Americans did not take fire from people who wanted to see our mission be successful and were operating in the area or with the Americans, as I think some Turks were. Pelosi and Schiff had no such operational need to be notified nor or are they committed to seeing the current Commander in Chief be successful at anything so they cannot be trusted for anything.
Pelosi said "The House must be briefed on this raid, which the Russians but not top Congressional Leadership were notified of in advance, and on the Administration’s overall strategy in the region," Pelosi said. "Our military and allies deserve strong, smart and strategic leadership from Washington."

The way the govt is going to operate for the next 13 months is the administration doing what it must do legally so far as interaction with Congress.
If it isn't codified in law or the constitution it simply isn't going to happen. Precedent and protocol are not going to be recognized by either party. Nancy and Chucky are not going to receive the customary briefings and exchanges. The President is not going to be afforded customary treatment either.

I can think of very good reasons why she and Congress need to be briefed now that it is over, and I dont have any heartburn about that. But before? Uh no. Hit and run operational strikes are totally within the bailiwick of the Executive Branch. Or maybe - following the way Pelosi does business- Trump should convene a committee of just Republican congressional reps and brief them. Little joke there. Not really.
As an aside, I wonder if any of these events will call attention to the fact that The Joe Biden was opposed to the Bin Laden raid and so stated to Obama. Nawww, no one would bring that up.

Operational personnel and as you’ve said, Russia, Turkey - anyone who’s airspace we’re approaching *and that’s sketchy when the element of surprise may be at risk*. I’ve not looked at the logistics of the mission, where we launched vs where the mission took place, if it’s not too far over the border/or in an area that’s not monitored you can make the case for only notifying after the fact if you can be in and out quick.
Notifying anyone non operational before hand? No.
As for notifying Congress of the missions success, yes under normal circumstances they should/would be nice to be notified before other dignitaries, i.e. world leaders. But these times ain’t normal, anything and everything is used against the other party, even things that have nothing to do with politics are spun for an agenda.
So I can’t blame Trump. He’s damned if he does and damned if he doesn’t. Screw em’

It's a good thing that Trump didn't inform Nancy Pelosi . . . . . . she would have tipped off Bagdaddi that they were coming to get him.
One could make a good case that the House Foreign Affairs Committee should be notified or involved in some of these operations. You know- for example- Obama did the right thing by not notifying Pakistan when we went into Pakistan for Bin Laden but it causes a major flap with a country that is/was an ally.
In an unrelated matter, did I mention that Ilhan Omar is on the House Foreign Affairs Committee? You want her notified or near people who have been notified about upcoming action against ISIS or Alqaeda/sp? I DO NOT.
