I don't disagree with any of this. But private businesses aren't enough to pick up the slack and return the effectiveness to the mandate. If people decide they're not going to follow the mandate, the mandate is going to fail. Can't have half of the population (as an example) saying "nah, not going to do it" while the other half does it.
I would compare those if they were able to but look where mask mandates were put up where the people said fuck it in public but had to wear them in stores, restaurants, supermarkets..... if they simply ignored the mandate out in public spaces but wore them inside then they really did not flaunt the mandate.
