Many of those who have resisted saying that there has been russian meddling have done so because the left wing has always presented the idea of russian meddling as automatic confirmation that the Trump campaign colluded. The notion that Russia meddled allegedly confirms that the Trump campaign colluded with them. There is no such thing as Russian meddling before Trump came along according to the narrative.
According to the dem narrative, there is no such thing as russian meddling if it was not preventing hillary from getting elected.

IG Michael Horowitz' imminent report will likely address collusion. From my viewpoint, US government employees and elected representative colluding to influence a US election are a far more serious and damaging prospect than a Russian social media bot farm(which the RNC and the DNC also funded during the election, btw). And I would argue that the American public would be much more alarmed and upset about domestic collusion from public servants.
