VPS just means that it is a slice or a larger server. For example, our Ryzen 5950x CPU servers have 32 threads. When this CPU is divided into VPS, the maximum sold is 32 threads, thereby guaranteeing everyone can use the threads they pay for, at the same time, without lag. This is very different from cheap VPS providers that will oversell a server, by 200-500%. For example, many cheap VPS providers will specifically have something in their terms restricting CPU use to "fair share 25%". Similar to CPU, RAM is also always dedicated to your VPS.

Really what it comes down to is paying for quality. We've heard from countless traders that lost large amounts of money because they wanted to save a few $ on a cheap VPS, and the VPS lost internet connection or was unreachable while they were in a trade. Very true, you want to pick a location closest to your broker. For Interactive Brokers, our NYC servers are the best option with 1ms latency to IB. For example, here is a ping test from our NYC VPS to ndc1.ibllc.com, which is IBs primary East Coast server.

I use Remote Desktop or real VNC to connect to my home pc which runs on window 7 when I am away from home. Why do I need to buy window server license?

You're connecting to your own home computer through remote desktop, and you already have Windows 7, so most of this isn't relevant to you.

The discussion about buying a separate Windows server license was in reference to servers from Hetzner, because they do not include the Windows operating system.
 
When you use Windows OS, including a VPS as discussed here you do need a valid Microsoft license. Some companies charge it explicitly because they also offer users to install Linux in which case no Microsoft license is needed. Other companies just as is the case here must also use valid windows licenses but they build the cost into their price they quote to customers. In any case if you use a windows machine you remote into then the windows os that is running on that machine must be properly licensed (unless of course you make the deliberate choice to be in violation of the terms). You have no choice with cloud or VPS or dedicated servers unless you are allowed to install the os yourself. With this VPS service here you are not allowed.
