You have to observe:

Does your computer slows down on other operations?

or does it only performs slowly in backtesting?

if your computer is slow even while surfing the web, then you might have a software/OS related problem. e.g. virus or adware.

do an AV sweep is the next step.

Performs slowly mainly during backtesting and occassionally when I'm crazy enough to have 10 firefox/IE windows each with 8 or so tabs
 
You're going to get the new, more powerful system anyway. If it fixes the problem, great. If not, you'll still have to wrangle the software issue.

Well, it's not all that great an idea to have "tons" of stuff open at once. Windows can handle quite a lot, but it still has limits.

how much more for the extra 200MHz?

it's probably not worth it, because I'm willing to bet Dell will charge you an arm and a leg for the x9000...
