First, because Wheeler doesn't work for the police department and has ZERO obligations or fear of being fired for making a false statement.

Secondly, Wheeler isn't making any DIRECT statements, he is using anonymous sources to make a claim and then saying he will provide evidence later.

But officers can also have fear of reprimand, including firing, for making TRUE statements that their department did not want them to make.

No, Wheeler has made direct claims, such as, an officer still within the homicide department looked him in the eye and said they've been told to stand down on this.
