Protectionism invokes retaliatory responses from trading partners who then all engage in one-upmanship. That stifles trade. Exports suffer. In this environment, I really don't know what a leader could say, in the U.S. or anywhere else on the planet. All anyone can do is inspire hope and keep people calm. It's going to get worse before it gets better and everyone with half a brain knows it.
