If the U.S. implemented proper Contact Tracing then these type of measures would not be needed. As noted in studies - eat-in dining is one of the larger potential spreaders of COVID.
I should note that several other states and localities in the U.S. already require this for eat-in dining.

Actually I am on the fence if this should be required.
I am just noting that Michigan is not alone -- there are many other locations in the U.S. where this has been in effect for months.
I am also noting that if the U.S. had proper Contact Tracing like Germany or South Korea then this would not be required. Having to take names and phone numbers at a restaurant is reflective of the complete failure of the U.S. to get Contact Tracing into place.
