Impeachment works as intended. The arbitrary high bar in the Senate keeps frivolous impeachments from resulting in removal.
I predict that the mid-terms will result in a 2-5 member House majority for the GOP. They will probably impeach Biden in the House, obv fail in the Senate, which will result in a landslide Kamala win in 2024 as well as a large House majority when we flip it back.

I asked about precedent for impeachment while not holding office.
My implicit point being that if the punishment is removal... the process seems moot.
