Just like almost every police shooting its starts with resistance to police ...I think people never think by disobeying a police command that they will be hurt..

Even if he didn't shoot the tire, the man in the wheelchair couldn't run far. The police should not shoot in this case. Unfortunately, that happened.He was heading into the store with a exposed knife....he could have had a gun
