You are welcome to come up with proof of settled law. All you have come up is proof of ongoing litigation. Any changes in enforcing the local law are temporary until the chain of lawsuits going though the courts complete their travel. And yes, multiple state legislatures have tried to put laws in place (or have and were sued immediately).
If your claims that 43 or 44 states allow state law to preempt local gun law then there would be dozens of cities where their existing gun restrictions would not be allowed. This simply is not so.
