Why don't you take a look at New York City gun laws compared to New York State gun laws.

I grew up in Long Island -- in New York and the surrounding states (New Jersey, etc.) -- many cities had more restrictive gun laws than the state.

Sure but that’s not countervailing laws.If a state law says all citizens will a right buy, possess or carry a class of gun a locality cannot oppose that positive law. Now if Colorado say tailored their law to say handguns then under the right state constitutional circumstances a locality could theoretically restrict other classes of guns.

In New York the state has laws allowing the purchase of guns.... New York City has many additional restrictions on top of state law.

So? Remember the constitution guarantees for states to have a Republican form of government. That’s it. It has no protections or positive rights for localities. How the individual states organize themselves and their localities is up to the states.

The point is each state is organized differently. The constitutions of New York and Colorado are going to be very different. How the counties and localities can govern themselves is up to the states.

I really would suggest you start looking at that and “positive laws” and “negative laws”.
