I referred to what you said, about your state.
It's about what the stalked person believes; and it's about the act of following. The person being stalked doesn't know whether the stalker is talking to 911, or an accomplice.
Let me put it in a way I know you'll understand.
In the same way an officer fears and shoots to death the guy driving while Black, who pulls out his cell phone.
So too can someone fear being followed, by someone on the phone with 911.
Also,
Being on the phone with 911 doesn't mean that the person following you is not a threat. Plenty of people use 'calling 911' as an attempt to enhance their credibility regarding what they have just done, or are shortly about to do.
