Nothing warrants a cop ramming a car in this situation and flipping them causing such damage when she slowed down and had her hazards on.... there are many other options avaialble to the cop. She will be paid millions.....

The driver should have just pulled over. The cop should have known the law and know that people in general will shift over to the left when they see the flashing lights on the side of the road, especially at night.
The LEO can get out of his vehicle after the driver pulls over and inform them that it is not a safe place to perform the whole shebang, and move to a safer place.
