Anybody want to cite any applicable laws, statutes, codes refuting this?
To think that you have to pull over in zero seconds; or 1 second; or several seconds; regardless as to location is simply astonishing to me.
And to think that flipping the car over is the appropriate remedy, when someone didn't instantly slam on the brakes and pull over because (the cop thinks) they saw blue lights in their rear-view; but they did turn on hazards, and they pulled to the right, and they slowed down, is even more astonishing.
