Under the principle of substitution, if we focus our discussions and efforts on real problems rather than what may feel good politically, we will be able to get things done.

The same problems have been facing the US for decades. Agree? Other than it seems to be in certain political interests to keep things disfunctional, can you think of any other reasons things stay disfunctional in the US, and for that matter, in other parts of the world?
