We have an outrageous abuse of the IRS' frightening powers by political hacks who made no secret of their motivation, yet the administration has stonewalled investigations by congress and done nothing to investigate it itself. We have intentional obstruction of justice and destruction of evidence. So I think we can safely assume they either were involved or didn't have a problem with what happened. The IRS didn't go to these lengths without somebody in the white house knowing about it.
