Walmart managers had to know that when people were at checkout over and over again with 10 carts of food that they were well over the EBT $200 or so per month limit. This is not about other stores denying people of the food they need - it is about other stores having the integrity to not allow theft & fraud from the government - an activity that Walmart is happy to allow if it pads their corporate pocket with profits.
