no, the benefits are paid to the parents. So, you could say illegals get benefits legally if they have a child on U.S. soil
there is always a risk for being illegal, even if you have U.S. children. You can always be deported. And then what happens to the children is up to the parents. They can take them with them back to where they came from or leave them here.
