Yes it surprised me too. Probably the result of corruption by stealing oil that was so called used in plane engines or factories, but in reality was sold for export. The whole oil and gas sector is in hands of a few oligarchs around Putin. So no real surprise.
In Europe we don't have fuel guzzling cars like in the US. There are also a lot less private jets. Why do Americans need double the energy that Europeans need? Because they waste it.
