90% population reduction is fine as it allows for some room for growth after the culling to a long term sustainable population of around 1 billion people.
So this brings up the question: “Who should culled”? Here is a proposed list:
1. Anyone with a low IQ, say below 100.
2. Anyone who has a criminal history.
3. Anyone with significant psychological disorders.
4. Anyone with a history of laziness and low productivity.
5. Anyone with significant genetic defects.
6. Anyone with significant, chronic health issues.
7. Anyone who fails to achieve minimum scores on knowledge tests, such as SAT.
8. Anyone who holds political beliefs that are contrary to a properly functioning society.
9. Anyone who holds religious beliefs that are contrary to a properly functioning society.
10. Anyone who displays reservation in their allegiance to the new world order.
11. Anyone who has ever failed to report or take other appropriate action involving observing a citizen commit a crime or engage in otherwise deviant behavior.
12. Although related to laziness, anyone whose body weight is not proportionate to height.
13. Anyone who has significant physical disabilities.
14. Anyone who is beyond a reasonable age.
15. Anyone who, for whatever reason, does not have a complete dossier as this most often suggests this individual has privacy practices that has denied the Government’s right to know.
16. Anyone who refuses vaccination unless they meet “Super eligibility” criteria.
Well, that was easy. If you feel this list is incomplete, please feel to add criteria as needed.
The next part is also easy. All that has to be done now is to identify those who meet the above criteria and devise a way to cull them. Media and Technology companies as well as intelligence and government services have extensive databases on their citizens, so no issue there.
As far as the actual culling, it would need to be done quietly, as to avoid citizen countermeasures. One idea would be to manufacture a very contagious and low risk virus, use the media to exaggerate its risk, mandate vaccinations, and incorporate a slow poison into the vaccinations of those to be culled. Easy peasy. The key is timing, which should goal based. Until the goal is reached, Antivaxxer’s will be ridiculed in the media while booster vaccinations would be given to reflect changes in eligibility standards.
So there we have it. A path to a new world order, free from traffic congestion, crime, and other inconveniences of a over-populated world. A world of all competent chiefs and no whiney and mostly useless Indians. As far as menial tasks to be performed, automation, including robots should work. As far as robots breaking down, specialized robots could used to repair the others.
A perfect world. Achieved.
I have a small confession to make. Looking at the list of criteria provided, I realize I may not quite fully qualify. However, as a potential member and confidential promoter of this much needed initiative, is it not reasonable that a practical exception be made in my case? Indeed, you make be in a similar situation or you may know someone who would otherwise meet criteria if it weren’t for a bad string of luck or perhaps got a delayed start due to poor upbringing. Mind you, I’m not proposing we relax our criteria for everyone, but a few, as needed, to get the ball rolling.

Sarcasm alert. The above post is meant for educational and entertainment purposes only. I personally do not believe there is a grand scheme to depopulate the planet. As it is, countries often cannot agree to trade treaties, much less agree to anything that proposes aggressive population reduction. Further, any country that initiates a population reduction plan on its own, becomes vulnerable to the will of other countries.

There is a wide theory that the long lock down was actually an exercise for a Nuclear war and aftermath. I guess it supposed USA would be forced to use Nukes after losing a few carriers. But on the Bill Gates premise, they don't really mind losing large amounts of the population... People in mountainous regions USA (read Colorado Underground Fortress) would be able to move about getting supplies in the same way that lock down USA was able to..in a limited fashion with curfew and other similar scenario.
