This is my home system, and it swings like the above, goes to 40+ download at times, then usually stays in the 17Mbps range. The sad part is I'm paying for 50.

Any ideas?

And yes, I've had "technicians" here about six times with their ignorant meter saying it's up to speed as they stand there watching something run at about 15-17 saying it's 50 or more. Insane!
