Intel Xeon 2235 Vs 2245

They gave me a quote yesterday & it says good for 14 days on the quote with quote number & name & date etc.
Can they back out of it or is it a binding agreement ?

If they gave you "14 days", they will likely honor the price. However, prices are going up all around for everything... thanks to Biden's/Fed policies.

If you don't mind my asking... how much is this rig going to set you back?

Extensively use Tick Charts & thus the reason for asking CPU choice

When selecting CPU and comparing on cpubenchmark.net, don't just look at the total CPU mark, but instead try to also select for the highest Single Thread Rating.

The summary from the post is:
NinjaTrader 8 is multi-threaded and can, in theory, utilize all available cores of your processor. With that said, depending on how you're using NinjaTrader, you may be bottle-necking a thread. One core concept that is important to understand about NinjaTrader's multi-threaded design is that each instrument is assigned to a thread and all windows with that instrument will run on that same thread. This is done so that an instrument cannot become out of sync with itself. Here is a simplified example:
  • 10 charts with 10 separate instruments = 10 threads.
  • 10 charts with 1 instrument in all charts = 1 thread

This is the reason why for our VPS services, we chose Ryzen 5900x or 5950x for CPU. The single thread rating is 3469, and the performance gain is noticeable with many charts.

Hah, pray the railroad strike does not happen on Friday, and if it does and lasts for longer than a couple weeks, we are all in a world of hurt and the idea of peak inflation goes bye-bye.

The specs on the Xeon processor don't list any limitation on "max numbers of monitors supported".... as do "Core ix" CPUs.

I suspect that only the processors with integrated graphics list max monitor supported. Of course, even CPUs with integrated graphics can still use a discrete card and be limited only by the card. The CPU itself won't limit the number of displays. The main limitation will be the software.
