Every civilization group greater than 1 person socializes costs, whether those are the costs of roads, defense, police, fire, care for children and the elderly.....it's what makes civilization civilization. If socializing cost is "a welfare state" then every state since the Sumerians is a "welfare state"!

Government is a method of organizing socialized costs, if you think a police and fire department are a good thing you'll need government to organize, collect revenue to pay for, and oversee them. If you don't think any socialized costs are reasonable, then again I'd encourage you to go live in Somalia for a month and get back to me on that.

Go take a basic micro econ course, there are a bunch of great MOOCs that are free or if you prefer in-person your community college offers it for almost nothing. Once you've done that you'll have at least the basic vocabulary and enough of a grasp to hold an intelligent conversation. Until then you're basically a 9th grader who thinks they can tell a brain surgeon how to do brain surgery or an electrical engineer how to design an IC or a pilot how to fly a plane...you're basically so ignorant that you aren't even capable of grasping your own ignorance.
