Just leaving this here for the morning, reference on what bear spray (if it was this and not a smaller sprayer) sounds and disperses like.

It seems a pretty good match for what we hear in the other recording with better audio.

Tired so what I see and hear matching the other audio is spray starts to discharge, then it seems the spray can itself gets shot and creates the large cloud, 2nd shot follows.
 
He was caught on video by a news station earlier in the day at the rally.

So there is the bear spray on his left side? You would not put a water bottle on your leg as it would be sloshing about unbalanced.

I'm thinking the yellow ish bit the spray trigger. At night it could conceivably be mistaken for a gun in a holster.

As I said last night, it looks like started to spray, bullet struck the canaster which caused the big puff followed by a 2nd shot.

If you watch to the longer video posted with good audio but not getting the actual shot the female voice and another say there was a spray, but also three shots.

There were two gunshots but perhaps the canaster rupturing appeared to be a third bang though the gunshot should have masked it.

So in summary.... the victim was not spraying anyone with bear spray (despite assertions from the left). The smell of bear spray was from a bullet striking the bear spray can.
