Actually the focus of the article is on the recent weeks in Sweden... why don't you read it.
Very hard for Sweden to actually count cases with their very low test rate compared to other nations. It is also very hard for them to properly count deaths when they are not testing people who are hospitalized.

These other countries are all facing rising cases and increasing hospitalizations. This why these countries are implementing regional/city lockdowns and mitigations. London is now being locked down as of Friday at midnight.
And I will note the COVID-19 cases per capita are much lower than the U.S. and their federal governments are taking measures to quickly lockdown hotspot areas.
Instead on looking at one line of the article.... why don't you read the rest of it -- including the low level of testing in Sweden compared to other countries.... and all the other problems.
Yes, as outlined in the article -- both Sweden and the U.S. which both effectively had similar COVID "no lock-down" policies (in the U.S. by state it varied) ---- both had the same issue in failing to reduce the coronavirus mortality rates as the pandemic progressed.
