Have you considered that perhaps neither is lying. CNN is doing what News agencies do -- for the purpose of attracting readers, they quote sources that may be exaggerating or even lying. Fauci is being more precise. Had CNN been the actual source of the headline -- they were not -- and inserted the the word "virtually", or "comparatively" in their headline, they would have been more accurate. These are not lies however, at least not on CNN's or Fauci's part.

What is a lie then? A lie is when you know the truth but you state something that breaks drastically from, or contradicts, the truth in an emphatic way. Examples would be: "I did not take the last cookie," when in fact you did; "I won the election," when in fact your opponent won by a large margin. Had you lost the election by a very close margin, or if you were unaware of the actual election results, the same statement, "I won the election," could, respectively, be not a lie but a reasonable statement of your belief, or simply an innocent error on your part.

Lying is a very undesirable human trait. For that reason we should try to use the word "lie" and "lying" only when we are certain the person we are applying these words to knows the truth, and the truth is unquestionable. For example, it is appropriate to describe Donald John Trump as a pathological liar, and a very dangerous one at that.

Userque tried to help you sort this out but to no avail. You're still missing a key point, CNN clearly stated that their headline was coming from what sources had told them. Assuming CNN is accurately relaying to us what their Sources said, then if what the sources said is incorrect, the error is due to the sources, not to CNN. This is standard practice for all media outlets. They quote sources, often uncritically, and for the clear purpose of getting people to read their articles. They often quote sources that say inflammatory or outrageous things, but good news agencies are careful to make it clear that they are not speaking for themselves but for their sources. When they can, they will name their sources, when they can't, they will tell you that. It's up to you to decide whether you want to believe what's printed . You'll have to fall back on your education and judgement.

If you believe this, and you apparently do. I would like to see one or two examples of CNN originating a conspiracy theory. That would not, of course, include instances where CNN was reporting someone else's conspiracy theory.
