Dahmers acts does not fit The FBIs definition of terrorism,McVeigh and The Confederacy does.

How so? Both sides were Americans, and both sides sought external help from allies (the enemy of my enemy is my friend - as you said). If anything, it strengthens my argument.

I see where the FBI published acts of terrorism, but where did they say that the Confederate Army was a terrorist organization?

The word terrorist wasn't used back than as far as I know but they sent their military to kill them as they would terrorist who attacked them.
