I guess its now illegal to offend someone near a college campus

I'm not sure how a campus cop can write up someone who is off campus and not part of the university community. Surely they can't issue regular police citations. I suppose it depends on what the offensive gesture was, but it's clearly not against the law to "offend" someone, as the cop attempted to explain.
If they can, please write me up because my lawyers will rip you apart and come away with a nice settlement for me.
