My guess is the feds are neutered in gun legislation anything, so I doubt they even have that system in place. For latest, refer to potus rescinding by executive order recent rules placed under Obama which aimed to restrict gun ownership to whack jobs.
Nobody is speaking of registering existing guns. FBI background check and some other medical (psych bg) check (if the person is on Prozak etc) should preclude him of amassing a frigging arsenal. (Our wacko was on valium for example )
Gun "collectors" are paranoid nuts but that is just my humble opinion. Nobody is talking about registering existing arms, that would never happen. The Idea is to control new purchases, ILLEGAL ones included and filter out the wackos who obviously breeding like cockroaches (you see one, there are at least 3 more hiding)
And yes I am libertarian leaning but not the traditional rigid (stupid) sense of the existing party (that has no chance until someone with brains come along).

Everyone, especially the lunatic left, likes to ignore the elephant in the room, which is the mental health of ALL of these shooters. Kid in CT was on drugs, this guy was on drugs, shooter in CO was a whack job and peopled knew it. But the left's solution in EVERY case is to ignore the facts and call for "sensible' gun control that would not have affected ANY of these cases...none.

Vegas guy had some diazepam at some point. Would hardly fall under crazy by his health record. In any case, this potus rolled back Obama legislation that would have kept guns from crazies and no-fly listers. I'm tired of the right blaming it on mental health, yet refusing to do anything about it.

Yes, under his medical history (which is all the government can use to determine mental health) the guy was as "sane" as the average American. Or do you expect non medical personnel to make the call on rescinding a constitutional right based on mental fitness?
As for the rest, it's not even debated but again, he was "sane" so wouldn't have prevented much ( can't say the same about Orlando, Navy Yard shooting, or any other shooting post Newton)
