That's the DoD Medal for Distinguished Public Service, not a combat award, although he was awarded the Bronze Star while serving in the Army during WWII. But not for being a diplomat.

Dude your entire life is simple. Its called if there is a problem in the world, BLAME AMERICA. When 9/11 happens you blame America. Global warming, according to FecalCurrrent, is Americas fault.
You foreigners are really something.
It's called knowing the facts, not blaming. Cause and effect. Facts and logic. You should try it.
The U.S. Is the Biggest Carbon Polluter in History. It Just Walked Away From the Paris Climate Deal

The United States, with its love of big cars, big houses and blasting air-conditioners, has contributed more than any other country to the atmospheric carbon dioxide that is scorching the planet.
“In cumulative terms, we certainly own this problem more than anybody else does,” said David G. Victor, a longtime scholar of climate politics at the University of California, San Diego. Many argue that this obligates the United States to take ambitious action to slow global warming.
But on Thursday, President Trump announced the United States would withdraw from a 195-nation agreement on climate change reached in Paris in 2015.
The decision to walk away from the accord is a momentous setback, in practical and political terms, for the effort to address climate change.
Trump is not pulling out of Syria because it is the right thing for America, he is pulling out because it’s what Russia and Turkey want. He is leaving allies high and dry while aiding and abetting our enemies.
So here we have a complicated issue of what do we do when we have made commitments in places we should not have been in the first place. If you’re a person of principles and integrity, you don’t go back on your commitment.
The Kurds are unique in the Middle East in that they are relatively moderate and tolerant Muslims. The more power and influence they have the safer we are as an enemy of extremists in the Middle East.
Leaving Kurdish people to be slaughtered does not benefit us in any way.
The cost of freedom is a phrase that often gets thrown around and used euphemistically for misguided adventures in the Middle East, Iraq invasion especially and expanded operations in Afghanistan are the too obvious ones. We got in way to deep there. But, not in Syria.
In Syria we fight with Kurds and our presence there adds a level of security and is a nexus for Israeli intelligence and counter-Iranian operations.
Long story, short, no we should not be exiting Syria. Mattis and McGurk understand this issue and resigned for reasons much greater than being discussed by the media. This is a very serious issue and Trump is endangering our national security by turning over Syria to the Russian-Iranian interests and opening Kurdish fighters to slaughter. We lose.
