And yes the ACA had the interests of the people in mind. It was a step in the right direction.
Obama and the Democrats never had any intent of seriously pursuing single payer. From the very beginning they were intent on passing ACA pushed by their masters - the corporate lobbyists. Increased drug prices, higher insurance costs, and all sorts of other ACA items were solely implemented to pad the pockets of the healthcare, pharma, and insurance companies.
ACA was not a step in the right direction - in fact it probably has delayed the adoption of single payer in the U.S. by at least 20 years. Since ACA screwed so many hard-working people on their premiums and coverage -- it will be very difficult to get any consensus from main-street America to pursue aggressive changes in healthcare coverage such as single payer. Everyone will be simply thinking - "well look at how bad Obamacare screwed us - why would we consider more of this nonsense".
As I have posted before I support the adoption of some type of single payer in America. Most other first rate nations have a public healthcare plan. The better countries such as Germany offer a public plan and the ability to opt-out & purchase better private coverage for slightly more money.
For the U.S. the extensions to allow private coverage could align with other countries where completely private alternative plans are offered, or align with Medicare in the U.S. where extensions are provided on top of the base coverage for those who pay.
Of course, the negative side of public plans is "rationing" - the long wait times for non-critical procedures. Many times on the order of months. The citizens will need to accept that this is the "social cost" of having a public plan.
One other thought is that healthcare coverage tied to employers is a quirk in American history. Providing healthcare coverage to employees is a cost in the U.S. which makes American companies less competitive to our foreign competitors who don't carry this cost.

That's what the "public option" was about. It was killed by Max Baucas in the Senate, with help from his Republican colleagues, all of them with hands in the insurance companies pockets. It is possible that it could pass after 2020 depending on the election outcome. What would happen, however, if what you suggest was enacted, is that the Insurance companies, just as they do now, would continue to siphon off the healthy while leaving the sick and dying to medicare. It would be much, much better for all of us if we had universal medicare with the insurers selling supplemental policies that would pick up the 20% that medicare doesn't pay. That way the higher costs of care when one is old are averaged against the lower cost when one is young. That's how you bring overall costs down dramatically.
