Oh, by all means then let's use the Illinois 9th Congressional District as an example - a district comprising of "all or parts of Chicago and its suburbs". This is a district which has sent a Democrat to Congress every year since 1949 - and the national Republicans consider to be a "throw-away district" that they are not even funding anyone to run in.
