He is totally miffed that the Justice Department- includng the Southern District- had tried so squash him every time he has gone near people in the Ukraine who have Biden-adverse information, and they have opened numerous investigations on him. So I can see why he would make filing information with law enforcement in Delaware a priority - which would lead to an investigation - at a minimum- because it is required by law when made known.
This is not an either/or situation. He can play his games with the timing and drip of information and also end out releasing all of it over time. Ditto for the info coming in from Hunter's business partners who are either in jail or on their way.
