Are there datasets in which Benford's Law cannot be applied? Is it only applicable to ballot sequences?

The people who are pushing this nonsense cannot even explain what the X-axis of their graph represents.... their scatter plots and other "evidence" is just as ridiculous. Since this ballot nonsense has already been debunked by multiple PhD statistics experts and fact checking sites--- it's really not worth spending time discussing.
